GENERAL PROBLEMS OF BIOLOGICAL AND FOOD SECURITY

Summary

The economic security problem was always in the center of society’s Attention But in XXI c. it acquired  a special topicality that is conditioned by the whole complex of economic  events and processes going in the world.

Economic security strategy is connected with the aims of state significance and is based on social-economic model of country’s development.

Ensuring of the country’s economic security is widely influenced by nature use problems. Besides ecological food security has a great impact as well.

Ecological and food security is connected not only with the protection of vital interests of society from inner and outer negative impacts, externalities being dangerous for a stable functioning of country’s economic system, but are negative for demographic processes.

These problems of global significance are the component of world economic security and its priority directions. Their acuteness strengthened due to the current scales of human influence on environment making the world development to face a real threat.

Ecological and food problems are among the main global problems of economic security.

Ecological situation in the world deviated from the essence of the problem and became crucial. Current ecological crisis is exposed in deep discrepancy of demands of society and resource-ecological opportunities of biosphere.

The activity of human society significantly changes global environment causing the growth of ecological problems. The life and actions of population causes the climate change, the loss of significant nonrenewable resources, the growth of environmental pollution.

Current food problem is not simple in various regions of the world, the most important is the lack of food and the hunger. The deficit of history but in 70-ies of XX century  it become more keen. From that time the food problem acquired the “statute” of global problem though of concerned only developing countries.

Food problem is in the lads of caloric and rational food because of which a great part of the world population is suffering.

Every year the world population increases nearly by 90 bln people but resources necessary for the growth of food production decreases, therefore, one of the main global problems is to provide ever-growing population with food products.

Environmental protection  and production of ecologically pure food are the problems  of social significance and  an important sphere of macroeconomic regulation.

In current conditions, the negative impact externalities on the development of society is growing due to more involvement of natural resources in production. This phenomenon requires the participation of the state because the externalities   distore   the balance between society, economy and nature.

To avoid ecological and food threat and restore ecological equilibrium it is advisable to use both legal-administrative methods and economic mechanism. The state as a defender of the interests of society should fix the limits of ecological and food production of economic development.

Environment  is the principle factor of economic development of the country this especially concerns weakly development countries where due to scarce capital supply, lack of new technologies and less production experience great attention is payed to local natural resources for the country’s economic development. In such countries cheap labor force and low investment potential stipulate the use of laborintensive technologies. Primitive and outdated technologies promote the origin of ecological, disaster and environmental pollution. Georgia is in the list of such countries.

In developed countries the attention is focused on the development of ecologically receivable technological production and introduction of ecologically permissible production technologies.

At the last decade of XX century the idea of intergration of economic, ecological and food production processes which laid the foundation of sustainable development conception.

Sustainable development program determines the world development directions in a new decade, considers  structural transformation of world economy on the basis of development of resource saving technologies, restoration of ecological and food equilibrium of world development and finding effective ways of solution of social problems.

Ecological and food regulation and, hence, ensuring of economy security is the main factor of social orientation of the country. It provides the state finances and economy of costs connected with it.
